UPDATED Domestic Passenger Guide to Mactan Cebu Airport

Aren’t we all hoping to travel like we used to? I can’t wait for the day when we can freely travel again without having to think of different protocols but also, why not have a uniformed and integrated protocol for all regions? Isn’t that possible? Ah! Wishful thinking!

For now, let’s stay updated with the current rules and regulations. So, if you’re planning to travel to the Philippines, particularly passing by Cebu, protocols differ depending on which area you plan to visit.

All arriving domestic passengers entering thru Mactan Cebu International Airport are reminded to strictly ensure the compliance in the following protocols and and completion of the documentary requirements upon check-in at the airport of origin.

The following protocols and requirement comply with the regulations and protocols of the local governments of Cebu Province, Cebu City, Mandaue City, and Lapu-Lapu City.

FOR CEBU PROVINCE

Alert Level: Level 2 from Oct. 20-31, 2021

Following the Cebu Provincial Memorandum issued on October 1, 2021all passengers bound for the component cities and municipalities of Cebu Province (except the cities of Cebu, Mandaue, and Lapu-Lapu) shall present a medical certificate issued within 24 hours before their arrival in Cebu.

No other testing requirements are needed.

Other requirements per passenger classification:

  • Returning Overseas Filipino Workers (OFWs)/Returning Overseas Filipinos (ROFs)
    • Quarantine Certificate issued by DOH-Bureau of Quarantine stating completion of the required quarantine period and negative RT-PCR test result
    • Valid Identification Card

Pursuant to RIATF 7 Advisory issued on 21 August 2021, returning OFWs and ROFs only need to present their BOQ Quarantine Certificate as entry requirement, in lieu of the testing requirements required by the LGUs.

  • Authorized Persons Outside of Residence (APORs)
    • Medical Certificate issued within 24 hours before their arrival in Cebu
    • Valid ID issued by their government agency/company
    • For government APORs, original travel/mission order by the Department Secretary or designated official
  • Returning Residents, all non-APOR, and Tourists
    • Medical Certificate issued within 24 hours before their arrival in Cebu
    • For returning residents, valid ID stating address of residence in Cebu Province

FOR CEBU CITY

Alert Level: Level 2 from Oct. 20-31, 2021

In compliance with Cebu City Executive Order No. 143, s. 2021all passengers bound for Cebu City are required to present the following documents upon check-in at the airport of origin:

  • Negative RT-PCR test result taken within the last seventy-two (72) hours;
  • Negative Antigen test result taken within the last forty-eight (48) hours; OR
  • Negative Saliva test result for fully-vaccinated individuals taken within the last forty-eight (48) hours

Other requirements per passenger classification:

  • Returning Overseas Filipino Workers (OFWs)/Returning Overseas Filipinos (ROFs)
    • Quarantine Certificate issued by DOH-Bureau of Quarantine stating completion of the required quarantine period and negative RT-PCR test result
    • Valid Identification Card

Pursuant to RIATF 7 Advisory issued on 21 August 2021, returning OFWs and ROFs only need to present their BOQ Quarantine Certificate as entry requirement, in lieu of the testing requirements required by the LGUs.

  • Returning Residents, Private APORs, non-APORs, tourists, or humanitarian purposes
    • Negative RT-PCR test result taken within the last seventy-two (72) hours; Negative Antigen test result taken within the last forty-eight (48) hours; OR Negative Saliva test result for fully-vaccinated individuals taken within the last forty-eight (48) hours
    • For passengers coming from local government units (LGUs) where no RT-PCR test is available, present the following:
      • Certificate from LGU of origin stating unavailability of the said test along with a signed memorandum of undertaking by the traveler that he/she shall undergo RT-PCR test upon arrival. Likewise, these shall be presented to the barangay within three (3) days from arrival.
    • Approved Travel Coordination Permit (TCP) or Travel Pass Thru Permit (TPP) upon registration and submission of documents to the Safe, Swift, and Smart Passage (S-PaSS) Travel Management System via https://s-pass.ph)
  • Government APORs
    • Pass symptoms checking at point of entry
    • Official Government ID
    • Travel/Mission Order issued by the head of agency

FOR MANDAUE CITY

Alert Level: Level 2 from Oct. 20-31, 2021

In compliance with Mandaue City Executive Order Nos. 31 & 36, all passengers bound for Mandaue City shall present the following entry requirements:

Fully vaccinated individuals

  • Official vaccination cards/certificates.
  • Negative test results is NO LONGER REQUIRED

Other passenger NOT FULLY VACCINATED

Regardless of place of origin, whether high risk or low risk area outside of Cebu Island, shall be REQUIRED to present the following upon check-in at the airport of origin:

  • A negative RT-PCR (swab) test result taken seventy-two (72) hours before departure; OR
  • A negative Antigen test result taken forty-eight (48) hours before departure

Tests must be taken from accredited and licensed testing centers and laboratories by the Department of Health (DOH).

Returning OFWs or ROFs

Pursuant to RIATF 7 Advisory issued on 21 August 2021, returning OFWs and ROFs only need to present their BOQ Quarantine Certificate as entry requirement, in lieu of the testing requirements required by the LGUs.

FOR LAPU-LAPU CITY

Alert Level: Level 2 from Oct. 20-31, 2021

In compliance with Lapu-Lapu City Executive Order 2021-058 issued on October 20, 2021, all passengers bound for the City of Lapu-Lapu are no longer required to present any proof of negative test result.

This guide is intended for domestic passengers bound for Cebu only. Kindly ensure that you advise passengers or your recipients that they must still check with their preferred airlines and intended destinations for other specific requirements and protocols.
