Travel Requirements for LSIs and Private APORs Arriving from Manila and Residing in Cebu City

As of August 28, 2020, the Cebu City Government has a new mandate to all domestic passengers classified as locally stranded individuals (LSIs) and private Authorized Persons Outside of Residence (APORs) arriving from Manila and residing in Cebu City. LSIs and APORs who fall into this classification are required to submit a Letter of Coordination issued by the barangay of residence in Cebu City prior to their arrival at the Mactan-Cebu International Airport (MCIA).

This Letter of Coordination is in addition to the Travel Authority issued by the PNP JTF COVID Shield for LSIs.

Upon arrival, all LSIs and private APORs must:

  • Undergo a 14-day quarantine at a facility determined by the Barangay of Residence in Cebu City, and;
  • Undergo mandatory RT-PCR swab test on the 3rd to 5th day from their arrival date in Cebu City. The cost of swab test is shouldered by the City Government of Cebu.

How to Request Letter of Coordination

Passengers can send a request via email to the City Government of Cebu at lsimanilacebu@gmail.com or contact the hotline numbers at 0945 278 5076 (Globe) or 0961 523 6009 (Smart). Passengers can also contact their respective barangays via this linked directory (http://bit.ly/CebuCityBarangayDirectory).

Please be advised of the following protocols:

LSIs

LSIS must prepare and present the following documents:
• Travel Authority issued by PNP JTF COVID Shield
• Letter of Coordination issued by the Barangay of residence in Cebu City
• Valid Identification Card

PRIVATE APORs

PRIVATE APORs must prepare and present the following documents:
• Travel Clearance from the Office of the Mayor
• Letter of Coordination from the Barangay of residence in Cebu City
• Valid Identification Card

PUBLIC APORs

PUBLIC APORs must prepare and present the following documents:
• Mission or Travel Order signed by the head of the agency
• Medical Certificate
• Certificate of Employment (except for uniformed personnel)

Passengers are strongly advised to continuously monitor the status of their flights and to ensure that they have the necessary documents in compliance with the regulations and guidelines of the LGU of their point of origin and destination.

  4. I know this if off topic but I’m looking into starting my own blog and was curious what all is needed to get setup? I’m assuming having a blog like yours would cost a pretty penny?
